2. Definitions
Child Sexual Abuse and Exploitation (CSAE)
CSAE refers to content or behavior that sexually exploits, abuses, or endangers children — including grooming, sextortion, trafficking, or any other form of child sexual exploitation.
Child Sexual Abuse Material (CSAM)
CSAM is any visual depiction involving the use of a minor in sexually explicit conduct. The creation, distribution, and possession of CSAM is illegal and strictly prohibited on HigherCall.
3. Content Moderation and Prevention
Our Watchman AI analyzes all user-submitted content before publication, detects and blocks harmful content, and flags material for immediate human review. Our multi-layer approach includes automated detection, human review, user reporting, and continuous monitoring. Users must be 13 or older to create an account.
4. Reporting and Response
To report CSAM or CSAE: tap the "Report" button on any content, select "Child Safety Concern," and provide details. For urgent matters: [email protected].

- Local law enforcement: Contact immediately for any imminent threat
Upon identification: content is removed immediately, accounts are suspended, NCMEC is notified as required by law, evidence is preserved, and offenders receive permanent bans.
5. Legal Compliance
HigherCall complies with all applicable federal, state, and international child safety laws including 18 U.S.C. § 2258A, EU regulations, and international standards. We maintain a 24/7 emergency contact for law enforcement requests: [email protected].
6. Community Guidelines
The following are strictly prohibited and result in immediate account termination: CSAM, grooming or solicitation of minors, sexualization of minors, inappropriate communication with minors, and any content facilitating child sexual exploitation.

Our Watchman AI continuously detects harmful content, identifies patterns of concerning behavior, and adapts to new threats. We regularly update algorithms, partner with child safety organizations, and conduct security audits.
